It explains that in the submission guidelines. It says "once a story or poem is published, it no longer 'belongs' to the author but to the reader."

I think it has to do with the structuralist ethic that the writing exists only in the interaction between story and reader. In other words, I think they want us to read the stories and poems without our reaction being colored by knowledge of the author or by the author's reputation.

If you want to know more about the authors, you can Google them. I did that and it turns out most of them are quite well known. Some of them are university professors of creative writing at major universities.
